Laura Wilcox was on college break and filling in as a receptionist at the Nevada County Department of Behavioral Health in Nevada City on Jan. 10, 2001, when Scott Thorpe walked in and began firing. He killed three people, including Wilcox.

After Laura's death in a 2001 shooting rampage, the Wilcoxes pushed for Laura's Law, authorizing counties to be more assertive in the treatment of extremely mentally ill people. Nevada County implemented the law in its settlement with the Wilcoxes.
